Nothing above applies to them, and the licence works the opposite way round: you buy a licence to use a package, not ownership of it.

The standard these are written to
India’s Digital Personal Data Protection Act 2023 and the DPDP Rules 2025 are notified, but their operative provisions — notice, security safeguards, breach intimation, retention, rights and cross-border transfer — take effect on 13 May 2027. Until then the binding standard is the Information Technology (Reasonable Security Practices and Sensitive Personal Data) Rules 2011, which apply to a sole proprietorship. These documents are written to the DPDP standard and operated under the 2011 Rules today. They do not claim present compliance with a law that is not yet in force.
